Welcome to the www.tokapoisa.in e-Wallet for accepting payments from users of applications of different Assam state government departments and to provide timely split payments to all stakeholders which include offline retail shops, divisional/district administration accounts, service providers, and commission agents in accordance to the Terms & Conditions laid out in this document. Assam Electronics Development Corporation Ltd has been authorized by the Assam Government for collection of royalty, application fees, penalties, commissions and convenience fees for end users/ beneficiaries of various government schemes and projects such as Online Excise Revenue Collection, Online Forest Revenue Collection, Online Zoo Ticketing, Transactional SMS Services (through TRAI approved service providers), e-District Citizen Services offered through Common Service Centers (CSCs), subscriptions to Assam State Wide Area Network (ASWAN) Internet Services, Widow Pension Scheme, etc. The use of this platform/website is subject to the following conditions and shall be applicable to the above website only.

Account Usage

If you use the mobile/website platform, you are responsible for maintaining the confidentiality of your account and password and for restricting access to your computer/mobile to prevent any unauthorized access to your account. You agree to accept responsibility for all activities that occur under your account or password. Please ensure that the details you provide to us are correct and complete and inform us immediately of any changes to the information that you provided at the time of registration. You agree and acknowledge that you will use your account on the website to purchase products only for your personal use and not for business purposes. Assam Electronics Development Corporation Ltd reserves the justify to refuse access to the website, terminate accounts, remove or edit content at any time without notice to you or as directed by the concerned authority.

Privacy Policy

The personal information/data provided to us by you during the course of usage of the website will be treated as strictly confidential and in accordance with the applicable laws and regulations. The website does not sell, purchase, provide or exchange a cardholder’s name or MasterCard / Visa account number information in any form obtained by reason of a MasterCard/ Visa Card transaction to any third party other than its MasterCard/ Visa acquiring Member-Citrus Pay, or pursuant to a government/statutory or competent body’s request.

Access to the website

We will do our utmost to ensure that availability of the website in an uninterrupted manner and that transmissions will be error-free. However, due to the nature of the Internet, this cannot be guaranteed. Also, your access to the website may also be occasionally suspended or restricted to allow for repairs, maintenance, or the introduction of new facilities or services at any time with/without prior notice under unavoidable situations. We will attempt to limit the frequency and duration of any such suspension or restriction as much as possible.

Refunds Policy

Refunds/Transfers may be initiated at the sole discretion of the offline retailers/ service providers and will be settled within 5-7 days from the date of refund/transfer request.

Fees, Charges and Taxes for Transfers/ Payouts

The users of this platform shall be responsible for payment of all applicable fees/costs/charges associated with the top-up/transfer of funds into/from the e-wallet to the verified bank accounts of the user. The following charges shall be applicable to the users:

1. Wallet to Wallet transfers: Rs. 5/- on transaction value
2. Withdrawal/Payouts from Wallet to Bank Account: Rs. 10/- on transaction value
3. E-Wallet Top-up: 2.0% by NEFT/ Net Banking/ Debit Cards (domestic only)
4. ------------------ 3.5% by Credit Cards (domestic only)

Note: Payouts to registered offline retailers/ service providers shall be made on weekly basis on the 1st day of the week. There will be no payouts on Public Holidays and Sundays in which case, the payouts will be made on the next working day.

Age Restriction

Use of the website is available only to persons who can form a legally binding contract under the Indian Contract Act, 1872. If you are a minor i.e., under the age of 18 years, you may subscribe to the e-Wallet only with the involvement of a parent or guardian.

Losses/ Liabilities

Under no circumstances Assam Electronics Development Corporation Ltd will be liable for any expense, loss or damage including, indirect or consequential loss or damage, or any expense, loss or damage whatsoever arising from use, or loss of use of data, arising out of or in connection with the use of this website.

Alteration or Amendments to the Policies, Terms & Conditions

Assam Electronics Development Corporation Ltd reserves the right to make changes to the policies, terms, and conditions at any time.

Events beyond our reasonable control

Assam Electronics Development Corporation Ltd will not be held responsible for any delay or failure to comply with the obligations under these conditions if the delay or failure arises from any cause, which is beyond reasonable control. This condition does not affect your statutory rights.

Waiver

If you breach any of these conditions and we take no action, we will still be entitled to use our rights and remedies in any other situation where you breach these terms and conditions.

Governing Law and Jurisdiction

These terms and conditions are governed by and construed in accordance with the laws of India. All legal submissions shall be exclusive to the jurisdiction of the courts at Guwahati only.
